the last year in the stamp is 2031.

It says this is 32 inches throughout the description … that can’t be so, right?

No, it can’t be so! The base is 3.5x2 inches. The height of the stamp, including the handle is 6”. It is a well made stamp.

Is the ink oil or water based? What refill ink should I buy?

It’s either or we did both to keep it moist so just alternate if you do the ink oil it last longer than the water base one.. and it doesn’t matter as long as it works for you. Some don’t work.
