I want use these for flaming Spanish coffee drinks. Are they tempered and heat safe?

i use them for hot coffee, never tried flames so i wouldn't know sorry

Where are these cups manufactured?

Mexico, don’t buy. The company lied, it doesn’t matter that it’s made in Mexico but the principle of them lying.

I'm making a candle for my mum, I want to make it in an irish coffee mug but I'm not sure if it can withstand the heat. Does anyone know if it will?

If it can withstand Dishwasher heat, then I can see no reason why a candle would not suffice the job but if you're still in doubt call Libbey.
