Is the bassinet or changing table covers removable to wash?

The Bassinet and Change table covers are not removable. MAINTENANCE AND CLEANING INSTRUCTIONS: Use only mild household soap and warm water. DO NOT USE BLEACH. DO NOT MACHINE WASH.

It says the portable bassinet can be used in both stationary and rocking modes, so what does that mean exactly ? Does it have legs ?
