Is this a light grey? Too many pencils are too dark.

It depends on how heavy handed you are when applying to your brow. I have been able to feather-stroke the pencil in to mimic your brow hair, and I have also been able to draw defined lines. But in short - I have found this to be a true grayish-ash black pencil.
