Should this come with 13 amp fuse as has 5 amp? And not working to heat up my wallpaper steamer

I used this lead on a 2kW appliance. The fuse overheated, melting the fuse cover and front face of the socket. Can’t now read the fuse rating but suspect like others it was not the 13A fuse. The plug face is embossed 5A. Not as advertised.
