Hi! Do you have to fix it to the ground?

Not at all. Once completely together, it is heavy. I had it up during the huge wind storm that took trees down and it didn't move at all.

How much weight can this hold? Just worried if too many kids get on this to play. I just bought this for my daughter which is 15 months!

Per the manual: Maximum weight per user is 60 lbs and a maximum total of 240 lbs.

What are the dimensions of the core structure (everything besides slides and stairs)?

Approximately 4' by 8' and 6' tall. But it wouldn't be useful or fun without stairs and slides.

Does the steering wheel turn?

Yes it does. When you put it on and connect it.
