It appears this has two outputs can I parallel both to the same fixture.

The WH-2301S comes with two sets of output wires (2  115W circuits) for a total of 230W. If you only want two output wires instead of four, you will need to combine the wires. This is done by combining the Red to Red and the White to White. The unit is shipped with these wires taped together with electrical tape. can I use this transformer with LED lights?

It has 50W Min. Wattage rate to work. So could use it if Total (LED) loading from it be over this Min. Wattage.

Will this work with a dimmer installed ahead of the transformer? If now is there a "surface-mount button dimmer" that would work?

I believe that dimmer has to be installed after transformer. The input should be constant and output you can dim. Otherwise it won't work at all.
