How high does this ladder go? I have 12 ft. vault ceilings. My husband is 71 and he need to put up air filters in our home safely.

I believe you will be 36" off the floor. We have 10 foot ceilings and this ladder helps with window washing but We can't reach the ceiling. It's still our favorite ladder!

What is the measurement between steps? I can't step up very high.

9 inch heights between steps is good and I really appreciate a heavy duty ladder. If you are elderly and need a lighter stool with closer steps see the GP Logistics CW3 Comfort Step which has about 8.25in between steps.

can the 4-step unit be used with the hand rail folded horizontal to the top step, so that said hand rail can be slid under a box-truck bumper.

It doesn't lock there. But you could set it to that angle. You can also leave it down. It does not have to be up but as I said you can't lock it at the horizontal angle you ask about.

if i stand on the last step of the fourth step of the ladder, how hight from the ground to the fourth step ?

I purchased the 3-step ladder, not the 4-step version. However, the third step is 26 1/2 inches above the ground, and the top of each step is 8 3/4 inches higher than the top of the next lower step. This would make the fourth step 35 1/4 inches above the ground.
