This listing reads black print on white background, but the picture shows white print on a black background?

The '45013" tape code is particular for black print on white and 1/2" x 23' parameters. All other color and size combinations have different, specific tape codes.

Does this produce "laminated" labels? Is there a clear film that gets applied over the lettering while printing?

Not this particular one. This is just plain white a little glossy looking. This is not laminated.
