What does wrapped in wire mean?

The tree is made from wire that has been wrapped to give the appearance of birch trees. It allows you to move the tree branches into a position that you prefer, while the wire itself isn't visible.

can the branches hold lightweight birds, that attach with wires? Or will they topple the tree?

Wow, it's been 4 years since these were purchased. I think it will depend upon what size of tree you get, some are taller. If you hang anything, it will need to be very light weight, as I remember. We ended up not hanging anything as our beads were too heavy. Hope this helps!

Can this be spray painted gold?

These wire "trees" are made of wire wrapped with paper printed to look like birch trees. Up close, you can see that's it's wrapped paper. My only concern would be that in painting them, the dampness of the paint may cause a bit of separation of the wrapped paper (which certainly may tighten up after drying). The edges of the wrapped paper may be much more noticeable when the trees are painted one color. I'd try just one to see how it looks.

What is the material of the base? Could it possibly be used as a cake topper?

The base is white plastic and the tree and base is light enough to use on a cake. What a clever idea!
