Are these real stainless steel or just coated? Anybody used them for a long time?

I've had these for about two years now. if these were coated it would be chipping by now. I believe these are fully stainless steel.

Can you serve rice with it im looking for a rice servung spoon?

The spoon is good for individual use but may not be the best as the serving spoon for large group of people because it has relatively short handle with regular soup spoon capacity - a bit small as a 'serving spoon' for a party or food line. One can use it to serve rice if it's for a relatively small group of people.

How many teaspoons (or mL) will each spoon hold?

Roughly 2 and 1/2 teaspoons. They are flat and a bit longer than a "normal" silverware set spoon.

Is the bottom flat enough to sit on a table upright without tipping over?

Yes. All of mine easily sit upright without tipping.
