What portion of the badge holder contains nickel? The reel?

The part that h holds the badge has no nickel it is all plastic with an RF foil backing. The retractable reel may have nickle but it appears to be chromed.

Does this have a clear protective cover on the front

No, but the badge case has a nice set of guides that you slide in - it’s like a slot. The badge has been well protected. Actually, I’m glad that it doesn’t so the badge stays cleaner. My clear plastic ones always collected a long history of dirt.
