HomeBrewStuff here, we receive One Step, from Logic Inc, in large pails. We then repackage the product to lower costs for us, and pass those savings on to the buyer. I hope this answers your question.

Is this accomplishing the same task as PBW - without rinsing?

I don’t know what PBW is but One step is the only cleaner I use and you do not have to rinse after cleaning your bottles or equipment

Will this clean a kegerator line?

I don't know. I use it to clean winemaking equipment prior to sanitizing.
