Are these pliers rust resistant or better yet, rust proof?

if you keep them well lubed they will serve well, the premium chrome model 31 13 160 will be more naturally rust-resistant.

when you push side-to-side near the tip of the jaws, does the 2 halves of the jaw move side to side?

If you are asking if these are flimsy I can tell you they are not. These are very pricey and you do get what you pay for here. Keep in mind though that these are not heavy duty needle nose. You will not get a crushing grip with these as they are very job specific. Suitable in my opinion for electronic work and squeazing into extremely tight or narrow spots. As an electrician I use them usually if something is just beyond reach in a narrow hole that my other needlenose are too beefy for. I hardly ever break them out but when you do need a grabbing tool as narrow as these, they become a lifesaver and you're thrilled to have them.
