Is this the same as Clinpro 5000  1.1% sodium fluoride?

NO, It is not. This has .21% active ingredient. Your Dentist probably recommended Clinpro "5000" with 1.1% active ingredient. A big difference.
A while ago, I ordered 2 tubes of the wrong product. Buyer be ware.

What exactly does this creme do? Does it help remineralize? Help with translucent spots? Thanks!

Helps with fluoride treatment.  At bedtime suppose to brush with regular paste, rinse. Then brush with clinpro and NOT rinse.

Can this be used to remove a cavity?

There is no toothpaste can 'remove' (or, restore) a cavity. Clinically speaking, a cavity means demineralization has penetrated through enamel and has reached into the softer dentin material lying underneath. If you think this might be the case, I strongly recommend a visit to the dentist to learn more about your options. Now, if one has a small or modest enamel lesion (i.e demineralization that penetrates only into enamel, and not too deeply), then a fluoridated toothpaste can be effective. With respect to Clinpro Tooth Creme, it contains fluoride, which has been clinically proven to help help stop lesion progression and even promote remineralization (i.e. new mineral growth). While fluoride is especially effective at the tooth surface, the calcium phosphate ingredient in Clinpro Tooth Creme improves remineralization by helping to extend fluoride's reach deeper into the lesion. However, it is important to understand that a lesion is really a wound - so, it will take a couple of weeks (maybe more or less depending on your health, toothcare regiment, diet, etc) for a small or modest lesion to heal.

Does the fluoride content really matter?  the important part is the tri calcium phosphate.  how does the amount of tcp compare to clinpro 5000?

The high fluoride content is important. Studies show the higher the fluoride content, the better remineralization.
3M’s innovative fTCP ingredient includes a protective coating on the minerals, which ensures the calcium and fluoride do not combine prematurely while in the tube. After Clinpro 5000 toothpaste is exposed to saliva, the protective coating dissolves, allowing the calcium and phosphate to be released together with fluoride ions. When released together, they have a better chance of combining to form strong tooth mineral.
