Does anyone know if this or the full sized one is quieter? I'm not going to overclock and all I want is a near silent computer.

any cooler noctua makes is quiet - i had that cooler and it left me slightly under-whelmed, and i was thinking it'd be a much better cooler with 4 heatpipes, vs the two it comes with. About 2 weeks later they released the same cooler, slightly taller, with 4 heatpipes - i'd suggest going with that one, fwiw

Can I use liquid metal for this cooler?

I wouldn't. Liquid Metal is for de-lidding and replaces the questionable TIM Intel uses between the CPU core and the lid, not between the lid and a heatsink.

Will this fit in a mini-stx case such as the silverstone vt02?

There is no issue with the size of the cooler itself. Silverstone's VT02 is able to fit a cooler up to 46mm tall, and the NH-L9i stands at about 37mm. However, there could potentially be a compatibility issue with the motherboard as some of its components (capacitors, rear IO, etc.) could prevent the cooler from being installed properly. Some mini- and micro-STX boards are designed primarily with small circular coolers like Intel's stock solution in mind. Keep this in mind.
