Can this be fixed on 2016 Toyota Prius new shape?

If the Prius has a lip to the bumper you should be fine. This product is easy to assemble and fits my Mini Countryman, saving bumper scratches from our dog.

Will this fit onto smooth metal or just plastic?

I fitted it on to plastic. I would say it's strong enough to stick to metal.
