Can the ms-poe determine if a cat-6 (not a) can support speeds of 10g ethernet when at short lengths?

No. This is not a certification device, it only verifies the copper connectivity and integrity (as well as PoE class). Theoretically if the copper is properly terminated and you are using Category 6 wires you should be able to achieve 10 Gbps on not-so long runs, however due to the nature of the installation (EMI, curves, dents, etc. - hence whatever happens behind the wall) is unknown unless you perform a certification test using Fluke Versiv. But certification is mostly used in data centers, if you want to test 10 Gbps you can use iperf3 running on two Linux machines that have a 10 Gbps network interface card.

Does this report back the switch port a cable is plugged into?

It does not it will only tell you if it is plugged into a switch but not which port.

So can you trace a CAT6 cable if you only have access to one end?

Yes you can trace the cable. You can't verify connectivity/proper termination at the far end, but you can also determine if there's a break mid cable (i.e. one pair is substantially shorter than the other) without connecting to both ends.
