No it does not. I use a bag stuffed with water bottles to ger the exact balance.

I am not sure about the stabilizer, but yes you can use the t6i.

Q: Can this support a canon m50?

I think so, I am using a Canon XA20, but you will have to use less weight.

Q: Can I shoot "over the top" videos with this jib (camera pointing downwards, like for cooking videos)?

Yes, I have done this and it works well. You just need to consider the frame to be sure that you frame out the tripod/ base that the jib is mounted to.
