The BC75XLT says it's the newer model compared to the BC125AT....so any ideas as to why is the former less expensive?

The BC75XLT is cheaper because it has none of the extra features that the BC125AT has. I bought the BC75XLT first and then bought the BC125AT. They are the same scanners except the BC125AT has a lot of "extras" that make it much more fun to use. For example, with the 125 you can label each channel so you don't have to make a list to keep track of them, you can also have the backlight come on when you receive a transmission, so you can see the channel info. There are a lot more features that the 125 has that the 75 does not have. Basically they did away with these extras on the BC75XLT so they could sell it cheaper. I think that the BC125AT is well worth the extra money.

do I need to know the frequency for my local police dept.?

Amazon is combining reviews and answers for several very different radios here. Are you referring to the BCD436 or 536? If so, you don't need to know any frequencies. These scanners are loaded with all known channels for USA. This, combined with the Sentinel software and GPS location capabilities, this radio will find all local frequencies for you. Of course, since this is a scanning receiver, you can always search for active channels and save them.
