Could this be used to cut 8mm laminate wood flooring?

This would not be a good choice for that. The cuts are clean enough for hardibacker, but it's not the finish you'd want on laminate. I use my miter saw, or portable table saw for that. I don't use a specialized tool since I don't do laminate that often. This tool would marr the surface of the laminate also.

Will this cut 1/2 in hardibacker floor board?

I use this tool to cut 1/2" Hardibacker, which is actually now only 3/8" thick, every week. I just don't force the cut. I let the tool do the work. It handles it fine, in my experience. If I was going to be doing a LOT of !/2", I'd go with the bigger shears. I only use this for shower wall installations, maybe every other week now.

Does this cut the older-style cement board (1/4") the kind with the rounded edge?

I don't know for sure, I bought new cement board, which is not quite 1/4" thick, but my guess is that it will handle that too.
