I don't understand how the clip and lanyard attach

The black clip has a large round part and a small black, open-ended part. The small, black, open-ended part is a clip and you push that down onto the hole at the top of the compass. It will snap firmly in place. Next take the red cord and tie a square knot close to the end. Loop the red cord and with the knotted end at the location where it will rest at the very back of your neck, take the other end of the loop and put it down into the large black round part of the clip and then pull the cord away from the compass and catch the red cord on the little clip in the large black round part of the clip. Now the compass will hang down around your neck when you are hiking and if you need to use the compass, leave the red cord around your neck and just unhook the red cord from the little clip inside the Large black clip. After you are finished using the compass, just reattach the red cord to the hook so the compass hangs from the cord, once again, while you are walking.

I live at about 16 degrees magnetic declination. Can I set the compass for that correction or am I supposed to eyeball it every time?

Fixed declination correction scale - Not adjustable.
