You cannot plug it into an outlet. It does require a dedicated 20 amp circuit that is hardwired in behind the unit.

Can one turn the heating function off? how much watts can it then save compare to eco version?

Good Morning, The XL-BW does feature variable heat settings that can be adjusted. This hand dryer will range from 0-1030 Watts depending on the heat setting selected.
