Would this liner stop glasses clattering around when the washing machine is spinning?

If they are clattering because they are on a hard surface than yes. And do not put them touching each other. This is not cushioned but is definitely non slip. I added a few pieces of double sided adhesive tape round the edges between the shelf and the mat, but that was my choice.

Does this have holes in it?

No, the shelf liner does not have holes in it. It has a textured surface which I think stops items from slipping. We found it easy to cut with a craft knife and I purchased another roll. Hope this helps.
