What clearance is needed when the lid is raised and does the lid need to be fully raised to extract cooked food? I have over counter cupboards at 17"

This isn't really true. You don't need to open the lid the whole way to remove the basket at all. As long as it will get 3 or 4 inches clearance you'll have no issues with it - I myself have low cabinets between the counter and where I put my fryer and I've never once had any issues using it. Be aware though that if it does hit the bottom of the cabinet sometimes it's hard to get it unjammed without knocking the lid off of its wire hinges. It's easy to put back together though.

Is it difficult to clean?

I think it is very easy to clean.

It is actually 1.9 liters maximum, which is equal to 8 cups, as in description. Not sure why title states 2 Liters, because this model (35021) which is also in the title, is 1.9 liter.

about 81/4long by 61/4 wide a nice basket not real large but a nice basket for a small family.
