How do I treat french drains?

Sprinkle a bit into the drain. It's ok if it's dry, the product will activate once it gets wet.

What are the instructions? How does this work what does it look like? Is this a liquid or pellets or pouches?

To answer your question - it comes in small pellet form. Simply add the pellets to a bucket of water. I use a black empty gallon of paint. Can buy at a local hardware store for a few bucks. It works great. You will see all of the mosquito larvae swimming around but never able to grow out of the larvae stage. I use two buckets around my yard. Hope that helps.

I want to use this in a chlorinated pond. Will the chlorine affect it?

Methoprene is synthetic so it shouldn't. Mosquito larvae can survive low levels of chlorine however, introducing chlorine to a pond will make it less attractive to mosquitoes by killing the bacteria the larvae feed on.

Does it Work on fleas

I don’t know. I tried it to reduce the mosquito population in some standing water on my property (without much luck). As for fleas, I can remember that my mom would flea dip the dog and cat, then bomb the house with a fogger.

You only need the tiniest bit of this.

I bought this to control detiris worms in the birdbath. We were cleaning the birdbath every couple of days so I wonder if the bird poop was bringing them in. Mosquito dunks were useless. One small jar of this is so potent that you only need molecules to treat a birdbath. I can't really rate it because we never used it.
