Does this take sun block stains out of marine upholstery?

If on white boat seats, No but it will help with a vinyl cleaner to lift the stain. Then Depending on the age and condition of your upholstery, you might need A brighter or something to bring it back to normal. Check with a marine detailer for any other tips.

Are these safe for marine life?

If you are suggesting the disposal of this product into the waters of the earth, while I am not a learned biologist, yes I assume the could cause harm. If your talking about your fish tank and you recover it post cleaning, I believe them to be safe
