Is the top plastic cover

The entire body of the bag is plastic. There is a mesh netting type material at the top third of the bag but this is placed over the plastic body of the bag. Everything will be kept dry if it rains etc, you just need to tie the duffle ties tightly at the top. It's a super cute bag and my little girl still loves it and she is now 5 and she's had this bag since she was 3.

Will these bags fit a ten year old?

I’m not sure I bought it for my four year old granddaughter but it was big on her.
