I need a kit for a 1998 ezgo will this fit

No, this kit is designed for steering boxes with one tire rod. You will need to purchase something designed for pre 2001.5 model.

Will I need the U bolt that is not included for a 2009 ezgo txt?

You use your existing u-bolts that are on the rear springs.

Do i need to get angled spindle for this kit the tires are leaning in at the top?

I've installed this lift a few years ago, I remember having the same concern, don't remember for sure what I did, some adjustments with the sway bar and used the same spindles. Yes the front tires lean a little in like a VW bug but after 3 years still driving with the same front tires. At the time, I thought of purchasing new spindles, thinking the seller should have mention this issue. Hope this guides you in your decision :)
