Will this roller mop refill fit the: Rubbermaid Brute mop handle?

I don't think so. Been awhile since I ordered but it was supposed to fit another. It didn't, seems they all have some type of proprietary connection so you have to buy their stuff.

Do you advise putting the mop in the washer or dishwasher for a deeper clean?

Definitely not the washer, but I wouldn't do the dishwasher either. If you want it super clean just keep washing/wringing by hand with something like household cleaner or boil it or if you're that concerned, buy a new refill, but definitely not the washer or dishwasher.
