I understand that the Bluetooth connection has priority over the optical or coax inputs. It connects to bluetooth even after unparing all the devices.

Exactly! When using the optical digital output and your neighbor starts using a Bluetooth radio... BOOM! Turning off your PC doesn't even stop the noise!!!

Will pairing this device with an apple tv let me connect wired headphones to its jack and then let me control the apple tvs volume with a siri remote?

Thanks for your question. This is not possible, because the volume of the optical output of the apple TV cannot be adjusted. If you want to adjust the volume of the headphones, you could only adjust it through the volume knob on our product.

Can I use this on a portable tv?

Jane, I don't see why not. I used it to connect a 2019 HDTV to some old wireless speakers and it work perfectly.
