Does this come with a slate and stylus, or is it just the paper?

That is for the Braille paper. The slate and stylus can be purchased separately.

is it realy 100 pounds or 1.pounds ?

100 pound of papers. That’s how to joke? It’s meaning 100 sheet (100 pounds), but not too heavy.

Does this work well with a Perkins Brailler?

Yes. My husband uses it on his Perkins.
