Will this cut 12 inches pergo laminate planks?

I have only used it to cut vinyl flooring. It does a good job cutting the vinyl, but the vinyl planks do not fit to the angle guide very well. Since laminate is thicker, the angle guide should work fine.

Could this be used to cut .197-inch thick resilient vinyl plank flooring?

We used the cutter on .450-inch wood laminate flooring. So far we have no experience with resilient vinyl plank flooring. We are happy with the job it did on ours.
