How in the world do you open it? I cant get the cap off.

First remove the clear plastic wrapping. Then twist and pull top off. It's a little tight.

Is it safe to use on the waterline?

Yes, I use it all of the time on my waterline. I have sensitive eyes and this doesn't irritate them.

How am i supposed to sharpen this? i loved it at first but now it is dull and i cannot sharpen! thanks!

I just use a tissue . . . gently place the tip in a tissue between your fingers and twist.
