Is this ammonium lactate lotion 12% the same as a prescription?

I didn't need a prescription to buy it. All I can say is it cleared up the scales on my legs from dry skin. Now I use Vanicream, which is a little cheaper.

Do the bottles come with a tamper resistant sticker over the opening of the bottle?

Per my recent two- pack lotion order, the bottles do not have a tamper resistant sticker over the opening of the bottle. They came in a sealed top plastic bag.
