Some say soak 30 minutes in hot waters while other say rinse really well. Which is it?

Always rinse, but really it completely depends on the recipe you plan to use them with. For example, rinse if you are adding to a cold salad. But if you are cooking with them and don’t wish them to absorb too much of the stock (retaining their own flavor) you would soak.

where are these berries grown?

Package does not indicate where they were grown. They are distributed in California.

I just received my bag and they seem very wet inside, not dried. Is this correct? How should I store them?

Totally dried usually makes barberries not fresh and the color also became darker. Keep it in the fridge after open the bag is the best way to keep it.

When do the barberries expire?

I didn't notice the expiration date on them since using it on daily bases there's less amount of them left. I might order these again.
