We recieved the item but the straps that hold the head in place are short. Can you send me directions on proper assembly?

We cannot figure out how to attach the head piece to the board. Can someone please give us the youtube viedo that explains it. We can find other types but not for this one.

Would it work in water environment to float an injured person? If so, weight capacity for floatation?
