You could use water, if you want, but it is already a liquid and personally I think it works better without it. I just comb out my hair and apply as much or as little as I want (You'll figure out what works best for you). You don't need to work up a big lather but make sure to saturate your scalp. Then massage it into your scalp and gently work it through the ends of your hair. If you have too much lather, just squeeze it out gently, but you can leave it. Gently pat your hair dry with a towel and dry & style as usual. I don't use hair spray or other products, so I get by with a small amount of no-rinse and don't need to re-apply. Adjust to your own needs.
