The size small has 6" length (from one elastic opening to the other one) and 9.5" width, so I think that if the size of the head of your dog from the chin to the tip of her ears is under 9.5", then small could be ok. If not measure from chin to tip of ears and choose the one that suits her better. As long as I understand, the first measurement that you see in each size is the one you need to keep an eye on (i.e., 9.5" for S, 12" for L, and 14" for XL).
