**Q: Should it fit at the waist or hips?  Photos look like the hips. I measured closer to the waist.**
A: There are two straps on the back, you can kind of adjust height with those straps. I usually wear on upper part of pelvis ( prominent pelvic bone you can feel side of your right and left hip).
