It comes with a brush, but I use a pad to apply, it works nicer. Giving a 4 star rating because I could not open it. The clip would not budge. I tried for too long to open it and then had to just use a letter opener to pry it open and the clip broke off, which I knew would happen at this point. So now it won't close, obviously.
