Could this bag be submerged without leaking?** A: Submerged for an extended period, that depends on the user closing them correctly..... But to drop them out of a boat with tablets, phones, etc.... If it is full of clothing or food, etc, the upper 20% or so will be visible above the surface of the water. You can make it more buoyant by sealing more air into it. BUT.....
