Submersible? No.  When backing the trailer into the water, the water starts pouring in through the top of the lights and the  bottom and sides of the housing are sealed so the water has no where to drain.  This is because the trailer light housing has a 2 prong plug attachment that gets wired and then plugged into the light housing on the top.  Great design for easily replacing the light housing, as all it requires is a simple switch of the light housing and to plug the two prong plug into the top of the new housing; no wiring required.  However, the plug design is not sealed as water starts pouring into the housing.  In addition, because the 2 prong design is not sealed, it will corrode and when it coerodes, the whole light housing is useless as finding a replacement 2 prong plug to fit the housing is impossible.  Simply not worth it.  Do your self the favor and buy LED.
