**Q: Lights have to be off ?**
A: Ideally, the lights would be "dimmed" or you can go to a darkened room to easily see what the pen has written. 
But we're in Florida and my grandkids have enjoyed using these "invisible" pens here! If they're in a bright area, they simply shine the pens light close to what they've drawn and it becomes visible. This furthers the fun of secret, invisible ink.
