I cannot speak to tarnishing, but they definitely are 12 oz cups, though they appear to be smaller, probably due to the style. How to measure? Fill it to the top and pour into a marked measuring cup. Twelve ounces. I bought them for the bathroom. Tomorrow, I shall receive the matching pitcher.
