In many systems (particularly windows) you may find that the hub controller in the pc can consumer 2 or 3 of those tiers. While that's likely not an issue for most, I've run into a problem when I link a 7 port hub into a KVM switch -- I get an error message stating that the system can not see some devices (because the actual 7 port hub actually contains 2 usb controllers and the kvm switch contains 2 controllers).
