A: That's what I got it for and I love it. Pan lies flat to the floor so that the litter goes IN, not under.

**Q: Does the dustpan swivel up when lifted off the floor, to keep what you swept into it from easily falling out?   Heard both "yes" and "no" here.**
A: It's designed to stay in one position while you are sweeping...when you are finished, push the handle toward the floor & away from you a bit.  Then when you lift it off the floor it will swivel up.
