The second one didn't turn, but we moved it to a different position and made sure the panel was facing the sun and it worked well. I wish I could remember where we bought it. I would prefer that seller to Amazon. **Q: Is it quiet?** A: There is a very slight whir if you put your ear right next to the solar panel. If you stand away from the window, you will not hear anything. I'm very happy with mine and will probably get one or two more. **Q: How soon after you hang it up should it start working? (Because nothing is happening!)** A: It only works when the direct sun hits the solar panel and builds up enough energy to turn the gears usually within about a minute. Best way to test is take it outside in your hand and point the black plate to the sun and see if it starts to turn. If not GENTLY turn one of the crystal to see if you can get the gears engaged.
