It would fit a 2t to barely a 4t. My youngest wears a 3t and it was at the 2nd to last notch. My middle is a 5 and it wouldn't fit. **Q: Are the inches the length of the belt or the waist measurements?** A: Belts are always listed by how many inches long they are rather than by waist size. Usually you need at least 2 inches longer in a belt than your waist. **Q: how does it reverse?** A: I'm not sure what you mean for sure, but it's not reversible.
