A: If the clear is intact and not peeling I wouldn’t etch... etch primer only adheres properly to bare metal... if using a quality two component bed liner I might spot prime lightly then bedline

A: This is for mostly metal. Use the Rustoleum Primer in the “Professional spray can”.
